The third round of KORUS talks, which run from March 14, follow a second round that made little progress. A decline in the U.S. trade deficit with South Korea – the main focus of the talks for the American side – to $22 billion in the past 12 months to January 31 from $30 billion peak in May 2016 will unlikely make a difference.
