Vietnamese port authorities are starting to restrict imports of scrap plastic and paper due to a surge in diversions from China. That was caused by the latter applying tighter rules to its imports, resulting in a 96% jump in shipments of scrap plastic to Vietnam from the U.S. in the first quarter vs. a year earlier. Vietnam now accounts for 11% of shipments whereas China has fallen to 14% from 74%.
