Harley-Davidson may shift some production from the U.S. to overseas in response to EU duties to large-engined motorcycles that were part of a retaliation against U.S. metals tariffs. Motorcycles represented just 14% of the products sanctioned by the EU, suggesting other industries may yet see a similar effect.
