Baltimore is the latest port to face congestion issues with truckers’ access being disrupted. Both capacity constraints and labor conditions are being blamed. The port has expanded steadily with a 6.8% growth in traffic in the three years to Dec. 31. More recently growth has been slower in part due to a low exposure to shipments from China. Consignees using the port may look elsewhere – for example Philadelphia – if congestion continues.
